看到此文受到大家的热议,在下喜忧参半,深感写得不够权威不够科学,所以现在想做一些补充说明。
首先,这只是一篇经验分享,不是官方指南也不是权威教程。大家的遭遇不同,处理方式也不尽相同,最后的结果自然有好有坏。我的处理方式未必适合大家,甚至像有的朋友回复的,未必有意义。但是佛曰:因上努力,果上随缘,所以我只是觉得自己应该做些什么,然后运气好暂时没有损失,个中经历,仅供参考,请不要再讨论有没有意义的问题。
其次,虽然我四级没过也能考上研,但实在深知自己英文水平绝不会比初中生好多少,事实上小学之后20年间我的英文基本没有及格过。因此,请相信邮件里的英文完全是来自谷歌翻译,我只不过同时参考有道翻译做了一些自以为是的调整,明眼人一看就知道水平深浅。所以,喜欢中文翻译的在下谢过,其他评论英文实在没有必要了,我大谷歌真的已经尽力。
最后,有些朋友说我功课没做足,事实上恐怕没人会想到在机场免税店也会中招吧,我自认运气不好,但是也不想把所有人都当贼防着。
下面补充一点干货,算是对大家评论的小小总结吧:
1.大部分被盗刷的朋友都是在国外网站消费过然后被盗刷,而我的案例比较特别,我只在实体店用过一次,然后被网络消费盗刷,这种显然属于卡片信息泄露造成的,因此大家的担忧其实可以归纳为两方面:网站不安全和卡片不安全。
后者很好防范,看过本文的朋友应该都知道遮挡安全码了,国内的网络消费基本全要输入安全码因此无忧,国外网站则不同,有些需要,有些是有时需要,有的干脆从不需要(关于这点大家也不要再争了)。怎么办呢?信用卡有效期大部分是凸起的不好涂抹,大家可以试试用深色胶带覆盖。当然了,只有出境刷卡时才有必要遮挡有效期,在国内的话只要挡住安全码就足够了。
至于网站的安全问题,可能是内部管理不严造成泄漏,也可能是黑客盗取,我们不得而知。根据大家的经验,我建议尽量不要在购物网站留下账号信息,方便的同时带来了安全隐患。其实国外网站对支付安全做的还是比较到位的,很多疑问消费只要持卡人及时告知都能痛快取消订单,以美亚为例,通常都是先预扣款然后发货了才真正扣款,在此期间持卡人收到消费短信完全有时间要求亚马逊退款。但是通过这次与日亚的沟通可知,我们不能期望他们对海外用户能够一视同仁,毕竟我们是弱势群体,除了问候他们祖宗十八代真的一点实质性的威胁都没有。
2.也有朋友建议关闭“境外无卡支付”或者“将信用卡网上支付额度调整为1元”,需要用时再做修改。这类做法无疑是牺牲便利性换取安全性,是否值得采纳,我觉得一方面要看个人网购的频率,例如以我在淘宝京东网购的频率,无法想象每次都要调整额度是多么繁琐,而不经常购物的人或者专门用于海淘的卡就可以考虑这么做。另一方面要看调整的方便程度,有的信用卡可以通过手机软件实时调整,那便利性自然大大增强。
3.有朋友说没必要联系商家,也有朋友说必须得报案。就我搜索到的类似经历来看,联系商家获得退款和银行主动做疑问消费处理的次数基本持平,也就是说两条路都可能走得通,因此我建议不要把希望全压在银行身上,毕竟银行不认账的案例也是很多的,多一点努力没有坏处。至于报案,目前只找到一条能说明报案有作用的案例,而且是在国内被盗刷。对于被在海外网站盗刷来说,个人觉得报案毫无意义,我既不能向JC提供任何有效证据证明这笔消费与我无关(海外网购与你身在何处没关系),JC也无法向银行或海外网站施加任何压力,最多也就是为自己换取一些安慰。所以报不报案大家自己掂量。
4.没有哪个行特别不安全,也没有哪张卡一定被盗。目前网上曝光的招行出问题较多,我估计其实与招行信用卡庞大的发卡量和较高使用率有关,用的多自然出问题几率大一些。我知道有的行会对可疑消费进行电话确认,但似乎也不是每笔都会进行确认,所以大家不能太依赖于银行的监管,也没必要对某个行失去信心,自己小心用卡才是王道。

去年底,受蓝翼兄好文 什么值得买 201... 的影响新办理了两张信用卡,一张是已经迅速成为主力卡的中信i白金卡,另一张就是本文的主角:招商银行全币种信用卡 海淘新秀卡:招... 。
关于这张卡的介绍,什么值得买的兄弟姐妹们可以去看蓝翼兄的文章或者查询招行网站,总之看起来是一张很不错的卡,适合海淘和出境消费。我当时决定办这个是为了年底的泰国游做准备的,没想到问题恰恰就出在泰国....
在去泰国前,我一直未使用过这张卡,为的是万一要买什么可以保证最大额度。结果一路玩下来主要用的都是泰铢现金,就最后一天(1月3日)在曼谷廊曼机场买东西才用它刷了1334RMB的东西,当时还心想早知道刷卡汇率这么好就不带现金出来了。
平安回国后,1月22日微信突然收到招行信用卡的消费提醒,告知我在AMAZON.CO.JP消费当地货币82880元!当时第一反应居然是:会不会是媳妇儿给我买啥礼物了转念一想不对,她有自己的信用卡啊!而且这商家看起来不像是国内的,一查询,果然是日本亚马逊,这时才反应过来应该是信用卡被盗刷了!首先查询一下日元汇率,尼玛,相当于4880RMB,比老子月薪还高!
不墨迹了,赶紧打电话给招行客服,告知我的卡被盗刷,而且这卡我就用过一次,可以肯定是在曼谷廊曼机场王权免税店泄露了信息。客服MM按照程序建议我冻结这张卡,并承诺为我免费发一张新卡,同时会安排专人跟进调查这笔消费。我紧张兮兮的问她要不要报警,她说暂时不用,我就乖乖的放下电话了。当时心想,以招行的服务品质,这种事情应该很顺利就能查明的
当天下午突然手痒搜索了一下相关信息,不看不要紧,一看尿都吓出来了。原来网上有N多人被盗刷过,其中大部分都是招行信用卡,其中的其中只有一两个人说最后钱找回来了。我这才开始认真分析这件事,盗刷我的人是王权免税店的职员应该没跑了,他/她选择在日本亚马逊购物,而海淘网购我是知道的,只需要卡号、有效期和安全码就能支付。网上很多案例都是在国内实体店被盗刷,那很好办,想办法证明彼时我身在何处不可能在刷卡地就行,但网络消费不一样,这就意味着,只要知道了我信用卡的这些信息,全世界任何人在任何地方都可以消费,而我完全无法证明这笔消费与我无关!
我只能拼命的在网上搜索前人经验,发现有位朋友非常厉害,在发现被盗刷后分别向刷卡商家发邮件打越洋电话,然后很幸运的是,几个国家的商家都痛快的接受了他的退款要求,最后在招行给他反馈前他就已经把钱都追回来了。看来不能全依靠招行调查,还是得主动出击,于是我登陆日亚给客服留言:
My VISAcard stolen for use at you store! Please stop delivering goods!
I got a message from my bank that my China Merchants Bank VISAcard has been used to purchase items valued around 82880 Yen at your store, and the time is January 22 12:58 on in Beijing Time, equals Tokyo time January 22 13:58.But I did not purchase anything and I never signed up for your site.

大意就是我的xxx卡号信用卡被盗刷,请你们停止相关订单的发货,后面是事情简单称述和信用卡号码。日亚很快就给了我回复(小编注:以下很有可能是日本亚马逊的固定回复方式),我简单翻译一下吧

人家要求的这么细致,我都感动了,心说这钱追回来看来问题不大了。越洋电话就算了,我的听力加上日本人的口音基本就是鸡同鸭讲了,还是托朋友帮我发传真吧。1月25日上午,收到了日亚的回复:

You can get in touch with someone who signed the order, let him contact me. I will consider payment of such orders after confirming his identity.其次,如果你们坚持认为这笔消费来自我身边的人,那我作为这张卡的持有者,有权拒绝支付。你们可以联系那孙子,让他来找我,老子先削他一顿再决定买不买单。
Finally, if that user really want to buy your goods, he can consider to change a clean credit card to pay. I think this will not affect your sales. 最后,如果这孙子真想买你们的玩意儿,完全可以换一张没问题的卡消费,不会影响你们的业务。

完了完了,没想到折腾半天是这结果。这时我又想到了招行,这都一礼拜了咋还没消息?再次联系客服,客服还是老话:有专人在调查,老老实实等信儿吧。我问这钱是否还没转给亚马逊,答曰早就转过了,转过你才会收到短信。我又问要不要报警,还是说不要。我已经没前几天淡定了,于是再次搜索,发现有些朋友的确去报警了,结果被JC和招行来回踢皮球,而且好不容易立案也没多大意义,JC给的建议就一条:账单付不付是你的事,反正我们只有等到抓到人才能考虑追偿。银行态度也很坚决:JC管不管是你的事,反正到日子不付帐你就等着信用记录抹黑吧。
绝望中我又咨询了两个人,一个是亚马逊中国的客服,客服MM对我的遭遇深表同情。我问她如果在中亚遇到这种事,我能不能要求亚马逊拒绝发货?如果中亚可以,那我就有可能以此说服日亚,结果回答说不可以,这事儿得找银行。于是我又咨询了在招行工作的好友,她给的回答更令人心碎,这种事基本上不会有什么好结果,调查到最后都是不了了之,反正银行不怕你不还钱。这下毛了,两条路都堵死了!不行,我不能就此放弃,小5000大洋呢!28号下班前,我又给日亚发了邮件:
Hello.啊呸!
Unfortunately you come to this conclusion!没想到你们就整出这结论!
As I said before, I have informed my bank to freeze this stolen credit card , so they will not pay for your order.老子已经说过了,我叫银行不要支付了!
If you understand the current situation, you should understand that this order is not in effect. You have no right to require banks to pay this order, because I am the holder of this card.如果你们识相点,就应该搞清楚,这卡是老子的,你们无权叫我的银行支付!

从这时候开始日亚就不再回复有价值的内容了,全是套话,这回深泽桑在回信末尾多发了一句:Your feedback is helping us build Earth's Most Customer-Centric Company.托你这样的SB的福,咱才能成为地球上最以客户为中心的公司
他大爷的,这不是耍我吗?看来不能指望小日本的觉悟了,29号凌晨3:59,我回复了如下内容:

China Merchants Bank staff has contacted you, they have every reason to believe that this was a stolen credit card events.招行的人已经联系过你们,而且他们确信这是一起盗刷事件!
I consulted a Chinese Amazon's customer service , she said this case Amazon will be investigated with the bank , Amazon will not allow customers to bear the loss.老子也问了中亚的客服,妹子跟我说亚马逊不会让客户承担这种损失的(虚张声势)!
I sincerely hope that Amazon Japan can deal with the matter in a responsible manner , you should find out is to suspend the order and refund the purchase price does not give thieves cause losses , and if you refuse to refund the purchase price, will bring me huge economic losses. Ask you to weigh the severity of both .你们应当掂量掂量,如果你们取消订单,不会给那孙子造成任何损失;如果你们一意孤行,就可能对我造成巨大的经济损失,孰重孰轻你们应该有数!
You must give me a convincing answer , clearly explain to me why I need to pay for the deal , do you have any proof that the consumer and I have a sense of connection ? If you can not prove it, you should fulfill your obligations as the best online shopping company in the world , as soon as recover damages for me.你们必须给老子解释清楚,老子凭啥要买单,你们有啥证据表明购买者跟我有关系?你们不是吹嘘自己是世界上最好的网络公司吗,如果你们拿不出证据,就麻溜的退钱!
29号下午吉田桑又发了一通废话过来,到这一步我已经没招了,软硬兼施,可人家油盐不进。难道就要这样屈辱的过年了吗?!
正所谓山穷水复疑无路,柳暗花明又一村,人品这东西总是会否极泰来的爆发。29号傍晚我收到一条招行的短信,说什么与我联系电话打不通,请在工作日与他们联系。当时我真是一肚子恼火,什么打不通?老子手机天天带着,一条未接电话都没有!30一早我就爬起来回电话,是一个MM接的,上来我就发火:你们说联系不上我,骗老鬼呢?MM不急不慢的说:您先别急,你这笔消费我们已经确认为疑问消费了。我一听立马语气就软了:姐姐您说,你们会怎么处理啊?MM说这笔消费不需要您支付,银行会与亚马逊沟通解决的。当时我就泪奔啊,但还不忘确认:那会不会要我先支付然后你们再还我呢?MM说不用,这笔消费与你无关了。唉呀妈呀,感谢党感谢国家感谢招行十八代祖宗啊!虽然是失而复得,但真有种天上掉庆丰包子的赶脚啊!
到这时我还不敢100%放心,直到第二天登陆网银查看,账单状态已经变成了这样:
看来这回才是妥妥儿的了!后来我把经过告诉招行的朋友,她连声称奇,因为说实话我没有任何证据能证明这笔消费与我无关,我连那孙子买了啥寄到哪都不知道。如果招行咬死要我承担,我是一点办法都没有的。
总结整个经过,跟大家分享几点吧:
在外消费,特别是境外,一定注意用卡安全,最好把三位数安全码遮挡起来,不然极容易被人记下相关信息。
开通微信或短信通知,我这次是首先收到微信通知,10分钟后才有短信通知,这10分钟损失就可能不止这么多。
一旦发现被盗刷,第一时间联系银行冻结信用卡,避免损失扩大,很多盗刷事件都不止一笔。
查询消费商家,如果是国内实体店的好办,立刻去身边的ATM机用这张卡取一笔钱,单据能证明你不在刷卡地。如果附近没有ATM还是抓紧冻结先,可以通过拍照或其他办法迅速纪录不在场证明。
如果是国内网络消费,尽快联系商家,陈述事实,力争在商家发货前截停(现在有很多盗刷是买虚拟物品,更加难办)。国内的网站都好办,打电话去软磨硬泡吧,如果是国内的,可能会需要报警的立案证明,那就抓紧去附近的派出所报警。
如果是国外的消费,报警基本没啥用了,只能动之以情晓之以理,因为国外信用卡安全保障比较齐全,同意取消订单的可能性比较大。
我这次碰上日亚算是点背,感觉做的都是无用功,但回过头想想,招行在完全没有跟我沟通的情况下就同意按疑问消费处理,说不定他们与日亚联系的时候我的态度起到了一定作用,所以大家一定不要放弃,据理力争到底,总归没有坏处。
最后说明一下,我的E文奇烂,以上邮件全部依靠谷歌翻译,多推敲调整几次就行了,这方面大家不要有任何压力。
