Abstract:Tomakethejobofuniversitycounselorsmoreattractive,theMinistryofEducationofthePRCissuedthe
double-trackpromotionpolicy;accordingtothepolicy,universitycounselorscanapplyforbothadministrativepositions
andacademicpositionsintheirpromotion.Thisstudy,basedonthegroundedtheory,exploreshowuniversitycounselors
copewiththeirpromotionaccordingtothispolicy.Theresultsrevealthatinnamethepolicyoffersopportunitiesfor
double-trackpromotion,butitisincompatiblewiththejobofuniversitycounselors,andactuallyputsthemintrouble.In
spiteoftheirstrategiesunderdifferentconditionsandinterventions,noneofthemissatisfiedwiththeresultsoftheir
promotionsothatthewell-intendedpolityhasproducedunexpectedconsequences:adivorcebetweennameand
substanceintheobjective,meansandresults.Thisparadox,whichresultsfromthemisplacedadministrative,
professionalandmarketlogic,hasnotonlybroughtconfusionstouniversitycounselorsintheirprofessionalidentity,but
alsoposedachallengefortheirprofessionalism.Forthosehighereducationinstitutionspracticingsimilarpoliciestocome
outontopinacademiccompetitions,thesefindingscanbeusedforreference.
